When the Himalayas Fall Ill: Why Nepal Shouldn't Foot the Bill for a Climate Crisis It Didn't Create

The catastrophe in Rasuwa and the Bhote Koshi river system serves as a stark reminder: the world can no longer treat the Himalayas as an inexhaustible natural shield. For Nepal, the path forward requires climate justice, dedicated loss-and-damage financing, and a fresh international agreement centered on mountain preservation.

1. The Rasuwa disaster is more than just a natural catastrophe.

On August 26, 2026, a devastating flood surged into Nepal’s Bhote Koshi river system from the Tibetan side. It tore through communities and infrastructure in Rasuwa before surging downstream through the Bhote Koshi and Trishuli corridors. The Ministry of Home Affairs confirmed a massive loss of life and property, while the World Health Organization reported widespread devastation across Rasuwa, Nuwakot, Dhading, Chitwan, Gorkha, and Tanahun. While researchers are still investigating the exact trigger, suspecting an upstream ice avalanche and the temporary damming of the Lhende River, the physical cause is secondary to the human toll. As the scale of the disaster becomes clearer, the numbers are staggering. By August 31, international reports indicated hundreds of deaths, thousands missing, and the widespread destruction of hydropower plants, roads, bridges, and entire settlements. Rescue efforts have been hampered by heavy debris and floodwaters blocking access to hydropower tunnels and isolated mountain villages. (Reuters)

However, the most vital question isn't simply:

“What caused this flood?”

The real question is:

“Why are the Himalayan mountains becoming increasingly unstable, and who should be responsible for the cost of this mounting risk?”

This question moves us beyond a single weather event. It forces us to confront the reality of climate change, melting glaciers, thawing permafrost, shifting rainfall patterns, mountain development, global carbon emissions, and the fundamental issue of climate justice.

2. The Himalayas are not suffering in isolation.

The Himalayas are often called the “Third Pole” because their massive reservoirs of snow and ice are the lifeblood of Asia’s water systems.

But this mountain cryosphere is changing at an alarming rate.

Data from the International Centre for Integrated Mountain Development (ICIMOD) reveals that Hindu Kush Himalayan glaciers lost ice 65% faster between 2011 and 2020 than they did in the decade prior. ICIMOD describes these warming-driven changes as unprecedented, warning of a domino effect that threatens people, ecosystems, and economies alike. (ICIMOD)

The IPCC echoes this, noting that mountain regions are seeing significant glacier mass loss, warming permafrost, and diminishing snow cover. They project that as warming continues, the risks of extreme rain, flooding, and unstable slopes will only intensify. (IPCC)

Essentially, the Himalayas are undergoing a radical transformation:

Warming leads to glacier and snow loss, which changes water storage, destabilizes slopes and ice, expands glacial lakes, and ultimately increases the likelihood of cascading disasters.

It is quite fitting, then, to describe the Himalayas as becoming "sick". And this sickness has a clear, scientifically proven cause: global human-induced climate change.

3. Nepal is a tiny emitter facing disproportionate risks

This is where the argument for climate justice becomes undeniable.

Nepal’s own climate data shows that its contribution to global greenhouse gas emissions is negligible. Earlier reports estimated Nepal's share at approximately 0.027% of global emissions, while the World Bank now places it at roughly 0.1%. (UNFCCC)

The disparity is staggering.

Nepal has:

• Almost no historical responsibility for global warming;

• Extremely low per-capita emissions;

• A fragile mountain landscape;

• Rapidly shifting glaciers and growing glacial lakes;

• High vulnerability to landslides and floods;

• Large rural populations that rely entirely on natural resources;

• Essential infrastructure built right along dangerous river valleys.

Despite this, Nepal is being expected to pay the price for a global crisis it did not cause. The World Bank estimates that without major investments in resilience, climate change could shrink Nepal's GDP by at least 7% by 2050. (World Bank)

This isn't just an environmental issue. It is an economic crisis, a poverty crisis, and a matter of human security. Ultimately, it is a question of international justice.

4. The Himalayas are reacting to a warming world

It is important to make a scientific distinction here.

It would be incorrect to claim that “global warming caused every single landslide or flood in Nepal.”

Mountain disasters are complex. Earthquakes, heavy rainfall, geological shifts, river changes, local land use, and infrastructure development all play a role. The IPCC notes that attributing a specific event to a specific cause is difficult and requires rigorous scientific study. (IPCC)

But that doesn't make climate change any less relevant. In fact, it's quite the opposite.

Climate change is altering the very foundation upon which these disasters occur. A warmer atmosphere holds more moisture. Warming melts glaciers and destabilizes frozen ground. As glaciers retreat, they create or enlarge dangerous glacial lakes, and changing precipitation patterns heighten the risk of floods and landslides.

Climate change doesn't have to "create" a disaster from nothing; it simply ramps up the probability, intensity, and devastation of hazards that already exist in nature. That distinction is crucial.

5. Nepal has seen the warning signs before.

The Rasuwa disaster was not an isolated incident.

In August 2024, a glacial lake outburst flood tore through the Thame area in the Everest region, wiping out homes, schools, health centers, and hotels. ICIMOD has reported significant fluctuations in the size of several upstream glacial lakes. For instance, in April 2024, an ice avalanche from the Manaslu Glacier triggered a flood from Birendra Tal in Gorkha. Across the wider Hindu Kush Himalaya region, this pattern is becoming increasingly evident.

The 2023 South Lhonak disaster in Sikkim serves as a grim example of how glacier and moraine instability can collide with extreme weather to create a cascading catastrophe. Scientific assessments suggest that permafrost degradation and unstable moraines contributed to the failure, leading to a Glacial Lake Outburst Flood (GLOF) that sparked dozens of subsequent landslides. These should not be viewed as isolated accidents; they are urgent warnings from a mountain environment in rapid flux.

The Rasuwa flood highlights another terrifying reality: the threat of cascading disasters. The most significant danger moving forward may not be a single event but a chain reaction:

warming

glacier/permafrost destabilisation

ice or rock avalanche

temporary river blockage

sudden dam failure

debris flow

river surge

bridge and road destruction

hydropower failure

economic disruption

loss of tourism access

human displacement

This is precisely why Himalayan disaster planning must evolve beyond basic flood forecasting. We need a comprehensive approach to multi-hazard mountain risk management.

This brings us to Nepal's development dilemma. There is an uncomfortable truth we must face: climate change is not the only pressure on the Himalayas. Nepal must also acknowledge its own role in the risks created by poorly planned development. When we build roads without proper geological surveys, settle in floodplains, design weak infrastructure, overdevelop riverbanks, or engage in deforestation and unmanaged construction without environmental monitoring, we turn natural hazards into human tragedies. The IPCC has clearly documented how human land-use changes can worsen climate-related mountain hazards.

Because of this, Nepal cannot simply claim that "everything is the fault of foreign countries." Doing so would actually weaken our position. A much stronger stance is this: Nepal must take responsibility for managing the risks within its control, while the international community must take responsibility for the climate risks it has helped trigger. This is the only way to build a credible strategy for climate justice.

This leads to the complex question: Who should pay? While the idea that "developed countries should compensate Nepal" has a clear moral foundation, the legal reality is much more nuanced. Historically, the world's largest emitters are responsible for the vast majority of greenhouse gas accumulation. At the same time, China has emerged as one of the largest annual emitters, even if it doesn't fit every international definition of a "developed country."

Therefore, Nepal's diplomatic strategy shouldn't be a simple "Developed countries vs. Nepal" argument. Instead, we should advocate for a framework based on:

Historical responsibility + current emissions + capacity to pay + vulnerability + causation.

This would provide a far more robust foundation for international negotiations.

There is also a significant new development in international law. On July 23, 2025, the International Court of Justice (ICJ) issued its Advisory Opinion regarding the obligations of states concerning climate change. The Court recognized that international law can impose specific obligations on states and addressed the legal consequences of internationally wrongful conduct. Crucially for vulnerable nations, the Court noted that when restitution is impossible, compensation can serve as a form of reparation, provided a direct and certain causal link between the wrongful conduct and the damage can be established.

This is a game-changer. It doesn't mean Nepal can simply send an invoice to another country for the Rasuwa flood; the ICJ didn't assign specific liability or calculate compensation for Nepal. However, it fundamentally strengthens the legal framework connecting state responsibility, climate obligations, causation, and environmental reparation. This opens a new door for vulnerable countries to pursue claims backed by hard evidence.

To take advantage of this, Nepal needs to move beyond political rhetoric and build a "Climate Damage Evidence System". I propose the creation of a "Nepal Climate Loss & Damage Observatory". This independent national body should systematically document:

A. Physical damage (homes, bridges, roads, hydropower, schools, irrigation, etc.)

B. Human losses (deaths, injuries, displacement, migration, and lost livelihoods)

C. Environmental losses (glacier retreat, biodiversity loss, and damage to watersheds)

D. Tourism losses (damage to trekking routes, heritage sites, and the reputation of mountain destinations)

E. Climate attribution (determining if climate change increased the probability or intensity of a disaster and establishing a scientifically defensible link between human-driven warming and the damage)

If we can provide this level of evidence, it will transform Nepal's climate diplomacy. We should stop merely requesting aid and start demanding justice by adopting a new diplomatic doctrine: "The Himalayas Are a Global Climate Asset." The ecological and hydrological services provided by the Himalayas extend far beyond our borders, and the world must recognise that.

They impact:

• water security;

• agriculture;

• biodiversity;

• ecosystems;

• energy;

• tourism;

• climate regulation;

• downstream river systems.

The benefits of these systems are both regional and global.

Because of this, protecting the Himalayas cannot be viewed as a burden that Nepal must carry alone.

If the rest of the world reaps the benefits of the Himalayas, then the world has a shared responsibility to help protect them.

This perspective needs to be a central pillar of discussions at:

• COP negotiations;

• UN forums;

• the World Bank;

• the Asian Development Bank;

• the Green Climate Fund;

• the Loss and Damage Fund;

• international financial institutions;

• bilateral climate negotiations.

12. Moving from aid to climate reparative finance

Nepal also needs to shift its vocabulary.

Traditional development aid is framed as:

“Poor countries need assistance.”

Climate justice, however, argues:

“Vulnerable countries are suffering tangible losses caused by a global climate system they did almost nothing to destabilize.”

This is a fundamentally different argument.

The international climate regime has already acknowledged that loss and damage is a distinct issue. The UNFCCC framework has already begun building structures to address this, including new funding mechanisms and the Loss and Damage Fund.

Nepal should, therefore, pursue three parallel tracks:

1. Adaptation finance

To prevent future damage before it happens.

2. Loss-and-damage finance

To address the impacts that are already unavoidable and irreversible.

3. Potential legal reparation

Where evidence clearly establishes legal responsibility and a direct causal link.

These three categories must not be treated as interchangeable.

13. Nepal must demand transparency in Himalayan data

The disaster in Rasuwa has exposed a critical flaw:

Natural hazards in the mountains do not care about political borders.

A glacier, an avalanche, or a glacial lake might exist on one side of a boundary, while the resulting flood devastates communities on the other.

Therefore:

Nepal, China, India, and Bhutan need a Himalayan Early Warning and Data-Sharing Treaty.

This treaty should provide:

• real-time glacier monitoring;

• inventories of glacial lakes;

• satellite data;

• avalanche monitoring;

• river-level data;

• rainfall information;

• earthquake monitoring;

• automatic alerts;

• cross-border emergency communication.

Nepal must insist that information regarding transboundary mountain hazards be treated as vital humanitarian data, rather than just sensitive sovereign information.

14. The tourism industry must evolve

For Nepal, this isn't just a climate issue, it is a matter of economic survival.

The mountains are Nepal’s most valuable tourism asset, yet those very mountains are becoming increasingly unstable.

We cannot continue to build tourism infrastructure without rigorous climate-risk assessments.

Nepal should implement:

Climate-Smart Mountain Tourism Standards

Every major tourist destination should be required to assess:

• flood risk;

• landslide risk;

• GLOF (Glacial Lake Outburst Flood) risk;

• avalanche risk;

• water availability;

• waste management capacity;

• emergency evacuation routes;

• communication systems;

• climate-resilient infrastructure.

Tourism hubs should be built to be resilient communities, not just beautiful scenery.

15. The Himalayas as a global climate research laboratory

Nepal should spearhead the creation of a:

Himalayan Climate and Mountain Resilience Research Network

This would bring together:

• Nepalese universities;

• ICIMOD;

• international universities;

• NASA/ESA satellite researchers;

• IPCC scientists;

• glaciologists, hydrologists, and geologists;

• climate economists;

• tourism researchers;

• disaster management experts.

Nepal should not just be a subject of climate research; it should become a leading producer of global mountain knowledge.

16. The moral question

Consider two countries.

Country A industrialized rapidly over the last century using coal, oil, and gas.

Country B contributed almost nothing to the buildup of greenhouse gases in the atmosphere.

Now, Country B is watching its glaciers retreat.

Its rivers are becoming unpredictable.

Its mountain communities are losing their homes.

Its hydropower plants are being destroyed.

Its tourism economy is failing.

Its people are being displaced.

And then, Country B is told:

“Please rebuild your nation using your own limited resources.”

Is that fair?

It is hard to call that climate justice.

17. Avoiding an oversimplified blame narrative

There is a temptation to say:

“Every disaster in Nepal is the fault of developed countries.”

Scientifically, that is an argument that cannot hold up.

The more effective argument is much stronger:

Human-induced global warming has fundamentally altered the physical environment of the Himalayas and is driving up climate-related risks. Nepal’s minimal contribution to global emissions stands in stark contrast to its extreme vulnerability and the scale of its losses. Therefore, the international community holds a compelling moral, political, financial, and potentially legal responsibility to support Nepal in adaptation, resilience, and loss-and-damage recovery.

That is a position that scientists, diplomats, and policymakers can actually respect and act upon.

18. Let Rasuwa be a global warning.

The Rasuwa catastrophe should be more than just another tragic headline about a flood.

It should be a turning point.

The world needs to understand:

What happens in the Himalayas does not stay in the Himalayas.

The mountain range is inextricably linked to:

• rivers and food systems;

• energy security;

• biodiversity;

• tourism;

• millions of livelihoods;

• the Asian monsoon;

• downstream economies.

When the mountains lose their stability, the consequences ripple far downstream.

19. A proposed “Himalayan Climate Justice Compact”

Nepal should lead the push for a new international initiative:

The Himalayan Climate Justice Compact (HCJC).

Its core demands could include:

1. A Himalayan Loss & Damage Facility: A dedicated funding stream specifically for mountain nations.

2. A Climate-Resilient Infrastructure Fund: To rebuild and protect roads, bridges, hydropower, schools, and tourism sites.

3. A Glacier and GLOF Monitoring Network: Utilizing real-time satellite and ground-level monitoring.

4. Transboundary early-warning systems

Mandatory, rapid information sharing.

5. Mountain ecosystem restoration

Large-scale conservation of watersheds, forests, and alpine ecosystems.

6. Climate-resilient tourism financing

Financial support for mountain communities and local tourism businesses.

7. Climate migration and displacement mechanisms

Support systems for communities forced to relocate.

8. International scientific attribution panel

An independent body to assess how much climate change contributes to major disasters.

9. Global Himalayan insurance mechanism

Insurance and risk-pooling specifically for climate-related disasters.

10. Climate justice financing

Funding models based not just on income, but on historical emissions, vulnerability, and capacity.

20. Nepal's message to the world

Nepal must not approach the global stage as a helpless victim.

Instead, Nepal should speak as the guardian of one of the most vital mountain ecosystems on Earth.

The message is clear:

“We did not create the climate crisis, but we are living through its consequences.”

And:

“We will do our part to protect our mountains, but we cannot safeguard a globally threatened mountain system using Nepal's resources alone.”

Finally:

“If the Himalayas are a global asset, then protecting them must be a global responsibility.”

Conclusion: The Himalayas are issuing a warning to humanity

The disaster in Rasuwa is a tragedy, but it is also a signal.

The glaciers are receding.

The permafrost is warming.

Mountain slopes are becoming increasingly unstable.

Glacial lakes are shifting.

Extreme rainfall is growing more dangerous.

Communities are left more exposed than ever.

And the economic fallout is becoming massive.

Scientific evidence may not allow us to blame a single country for one specific flood without a detailed attribution study. However, it does prove something much larger:

Human activity has fundamentally altered the climate, and the Hindu Kush Himalaya is feeling the profound weight of that change.

Nepal's contribution to global emissions is negligible compared to its extreme vulnerability (World Bank).

Therefore, Nepal has every right to demand a fairer international system, one that shifts away from mere charity and toward climate justice, resilience financing, loss-and-damage support, and, where legal proof exists, reparation.

The world cannot afford to wait until the last glacier vanishes to realize the true value of the Himalayas.

These are not just Nepal's mountains; they are a vital part of the Earth's life-support system.

If humanity has played a role in making these mountains sick, humanity shares the responsibility to help heal them.
